近年來全球環境變遷加劇,風災水害日趨嚴重。台灣又以颱風、暴雨衍生出來之淹水洪災最為困擾,如近年來桃芝(2001/1/8)、納莉(2001 /9/16)、敏督利颱風(2004/4/7)都在台灣各地造成不同程度之水患災害,其中尤以2009年的莫拉克颱風引起之八八水災震驚全球。當颱風暴雨經過,部分地區常成為水鄉澤國,但也有許多地區在極端的雨量中安然度過。數十年來,台灣都市化及工商業活動興起,都市集約化下,土地的使用型態大幅變遷,淹水問題層出不窮,探討數年來都市化下,土地利用變遷與淹水程度影響與範圍是本研究之重點。 本研究針對台南地區三爺公溪集水區為研究範圍,因其約71%集水區範圍內,有數個都市計畫區,又因地形平緩排水宣洩困難,導致此地區長期受淹水災害之苦,此地區有助於探討土地利用變遷之淹水影響。故特以三爺公溪集水區探討地區數度變遷後土地利用對於淹水程度影響與範圍。本研究利用SOBEK淹水模式針對三爺公溪集水區探討1995年至2006年土地利用變遷下,淹水程度之影響,其結果顯示,土地利用對於重現期距年較低之降雨淹水程度及範圍是顯著的。
In recent years, global environmental increased change continuously, thus, the disaster and the flood disaster are getting worse. It is also the most troubled to face flood which is derived from typhoons and torrential rain in Taiwan, for example, Toraji (2001/1/8), Nari (2001/9/16) and Mindulle (2004/4/7) of typhoons caused the flood of different degree everywhere in Taiwan, particularly, Morak of typhoon caused flood seriously and shocked the World in 2009. After typhoons and torrential rain, some areas were often still flooded, but there are survive in the extreme rainfall in many areas. For decades, Taiwan’s urbanization and industrial activities are rise and develop, and lands of using patterns significantly change under the urban intensification, thus, it caused that flooding problems emerge. in this study, we focus on lands using and change and the impact of flooding degree under the urban intensification for decades. In this study, We used San Yeh Kung River watershed as research range, because there is several urban planning areas and the other reason is that the terrain of San Yeh Kung River watershed is gentle, but the drainage outlet is difficult within range of 71% watershed, however, these questions cause fold disaster in long-term in this area. San Yeh Kung River watershed examine the flood’s effect of land using is helpful, so we examined the degree of flooding and range for land using after San Yeh Kung River watershed changing several times. We examined the degree of flood under land using and changing through SOBEK flooded model from 1995 to 2006 in San Yeh Kung River watershed, and the result shows that land using significantly affect degree and range of flood.
