鄉音不相應：在台東南亞移工收聽RTI母語節目之研究

從1990年代初期開始，台灣傳統產業的勞動人力成本不斷地上漲，而政府在相關產業界的強大呼聲下，於1991年正式開放業界引進大量來自東南亞地區的勞工。自此至今，在台東南亞移工已將近37萬人，儼然成為台灣第五大的新興群體。然而，相對於台灣社會其他的群體，專門提供在台東南亞移民母國語言的媒體還視為數不多；而中央廣播電台(RTI)的印尼語、泰語和越南語節目則是其中具有多項優勢的東南亞語言節目。但是經本文初步的觀察，該電台的這些節目卻不廣為在台東南亞移工們所熟知，而其中有收聽者似乎也多未以此為生活的重心。因此，本文研究的源起就是來自於這樣奇特的現象，進一步衍生出一連串相關的問題：在台東南亞移工究竟是基於哪些因素或障礙而沒有收聽央廣製播的母語節目？哪些是來自在台東南亞移工自身之主觀因素？哪些又是來自整體環境結構之客觀因素或障礙？以及這些錯綜複雜的因素又是如何彼此相互影響而形成這種現象？而本文研究的進行，就是要探討在台東南亞移工為什麼沒有收聽央廣母語節目背後的真相。

From the beginning of 1990s, the labor costs of Taiwanese traditional industries are constantly increasing and Taiwanese government allowed these industries to recruit laborers from Southeast Asia. Until today, there are about 370,000 Southeast Asian laborers in Taiwan. They become the fifth largest group in Taiwanese society. Comparing with other ethnic groups in Taiwan, however, no many radio programs broadcast in Southeast Asian languages. Among these media, RTI’s Indonesian, Thai and Vietnamese programs are the most advantage over others. Through observing initially, however, RTI’s Southeast Asian language programs are not prevalence among Southeast Asian laborers in Taiwan, even the audiences of the group do not regard the programs as important in their daily life. Thus,the aim of this research is to explain this strange situation. The question of this research is:“What are the causes behind the failure of RTI’s programs to attract Southeast Asian audience in Taiwan? And, among these causes, can we distinguish which one is personal and which one is structural reason? Moreover, how do these complex causes interact with each other?”Therefore, the core of this research is to discuss the reasons behind why Southeast Asian laborers in Taiwan do not tune to RTI’s mother tongue programs.
