在「新右派」的思潮之中,政府擴大與私部門之間的夥伴關係,歷屆「西螺大橋觀光文化節」皆是地方政府與民間團體共同籌辦而成,但節慶舉辦必須重視其真正意義,須避免僅為地方政府的爭奇鬥豔等,以本研究個案「西螺大橋觀光文化節」擁有明確目標與任務,非為舉辦而辦而言,是很值得研究的個案。本研究並嘗試對地方政府與民間團體的夥伴關係,建構一套可供引以參考之機制與相關之配套考量。 筆者首先透過文獻分析法,得出新公共管理的思潮與新治理觀點、公民參與理論、第三者政府理論與公共財理論對本研究之啟示,接著進而以網絡關係理論、社會交換理論與資源依賴理論、作為本研究之理論基礎,並整理出公私夥伴關係的互動類型、精進原則與兩難困境;筆者並透過深度訪談法,歸納分析本研究個案中,民間團體的認知與期望,以及政府部門的考量與作法,接著得出「西螺大橋觀光文化節」的夥伴形式與內涵。 研究結果發現,除了獲得根據本研究問題所得出之回應,以及梳理出本研究個案實務上與理論之相容性、相異性,與再建構公私夥伴關係之架構外,尚得出其他於研究過程中之發現:1、大橋節充滿政治性的脈絡;2、大橋節的公私夥伴關係實為一種協力概念。策略建議部分,本研究首先嘗試建構一套機制作為檢視與改善公私雙方關係型態的參考基礎,並提出相關配套考量,最後針對本研究個案「西螺大橋觀光文化節」的舉辦提出相關活動建議。
Cause the trend of thought in “New right”, government expand the partnerships with private sector. Every year, “Shiluo Bridge Cultural Festival” always be held by local governments and civil organizations. However, festival’s real meaning must be pay attention to, festivals shouldn’t become contests between local governments. The case of this study--“Shiluo Bridge Cultural Festival,” exists clear objectives and tasks, not be held for the sake of holding, therefore, this case is worthy to research. This study is trying to construct a mechanism and related considerations of public-private partnerships(PPPs)between local governments and civil organizations. This study adopts documentary analysis and depth interview. First of all, on the basis of the viewpoints of New Public Management and The New Governance, Citizen Participation Theory, and The Third-party Government Theory and The Public-goods Theory, the theoretical basis of this study depends on the Network Relationship Theory, Social Exchange Theory and Resource Dependence Theory, and the types, operation principals and paradoxes of PPPs by compiling various of scholars’ research articles. Secondly, it induces and analyzes both of the cognition and expectations of civil organizations, and the considerations and ways of local governments by in-depth interviewing. The findings of this study is as following: in addition to the replies of research questions of this study, the compatibilities and dissimilarities between the practice fields and the academic community, and the research framework re-constructing, it discovers two findings addionally: 1. the “Shiluo Bridge Cultural Festival” is full of political context; 2. the PPPs of “Shiluo Bridge Cultural Festival” is actually a concept of co-working. Regarding the strategic recommendations, First, this study is trying to construct a mechanism as a base that could be used to survey and improve the status of PPPs. Second, it proposes related considerations of the above-mentioned mechanism. Finally, it proposes some suggestions about “Shiluo Bridge Cultural Festival”.
