Private Security Interaction and Cooperation with Police in the Community

摘要

我國保全業在近幾年來已有大幅度的成長，在許多地方皆可見到保全人員的影子，如大樓、校園、運鈔工作之中。其中社區之中的駐衛警保全和民眾的生活息息相關，他們同時也是社區安全守護的最主要力量。為能夠達到犯罪預防之成效，不能僅依靠警察人員，而是必須結合警察人員和保全人員的力量，透過雙方合作以達犯罪預防之目的。
本文之研究目的如下：
（一）、探討目前社區保全和警政單位的互動現況與角色定位。
（二）、了解保全與警政單位在社區之中犯罪預防工作。
（三）、建構出保全和警察的社區警政機制，以提升犯罪預防之成效。
本研究主要採取質性研究，經由訪談調查警察人員和保全人員各四名，從他們個人經驗進行瞭解，經由雙方不同的經驗來相互印證，並依照本研究目的以及訪談內容，分別整理出互動和合作兩大面向進行分析。
透過訪談結果與分析所得出的結論分別如下：
（一）、保全和警政單位互動情況
目前雙方在實際互動過程中的困境，基層方面的互動仍為消極且被動，仍是在有事情發生當下才會有較多的互動。但在雙方互動上，回饋是其中一個相當重要的因素，有助於保全人員樂於和警察人員進行互動。
（二）、保全於社區之中犯罪預防之問題
在合作過程當中，也受到人員素質而影響到合作成效，保全人員作為社區之中的犯罪預防人員，必須以社區安全視為優先，但是若保全人員素質若良莠不齊，很有可能會危及到社區的治安問題。
（三）、保全角色之侷限
根據本研究所整理出來，保全人員在社區之中主要的角色有：
（一）、協助者（二）、防護者（三）、安全提供者（四）、監督者（五）、過濾者（六）、對話窗口。
但保全人員會受到自身並無公權力的限制，無法有效執行自身的工作。

In recent years, our security industry has been substantial growth can be seen in many places the shadow of security personnel, such as buildings, campuses, cash transport work. Among which the private security community and the people's lives, they are also the most important community safety guard force. To be able to achieve the effectiveness of crime prevention, not just rely on the police officers, but must be combined with police officers and security personnel force, through mutual cooperation to achieve the purposes of crime prevention.
Purpose of this study are as follows:
(1) .To explore the existing community policing units interact preservation and the current situation and role.
(2).Preservation and understanding among police units in the community crime prevention work.
(3). To construct the security and police community policing mechanism to enhance the effectiveness of crime prevention.
This study adopted qualitative research through interviews with police officers and security personnel investigate the four, from their personal experience to understand, through a different experience to both sides confirm each other, and in accordance with the purpose of this study and interviews were sorting out the interaction and Two co-oriented analysis.
Through interviews and analysis of the conclusions are as follows:
(1). Security and police units interaction
The two sides in the actual plight of the interactive process, the primary aspects of the interaction remains negative and passive, there is still happening in the moment will have more interaction. But the two sides interact, and feedback is one of the very important factors that contribute to security personnel and police officers willing to interact.
(2).The preservation of the community's crime prevention issues among
In cooperation process, but also by the quality of personnel and affect the effectiveness of cooperation, among the security personnel as a community crime prevention officers, community safety must be considered as priority, but if the preservation of the quality of personnel if the good and the bad, is likely to endanger the community security problems.
(3).The preservation of the limited role
According to the Institute sorted out, security personnel in the community among the main roles are:
(1) to assist those (2) protector (3)security providers (4) supervisor (5) filtered by (3) the dialog window.
But security personnel will be no public authority's own limitations, can not effectively perform their work.
