專案管理規劃設計階段管理缺失之研究 -以國立大專院校重大工程計畫為例

摘要


我國大專院校興建工程皆由各機關學校自行辦理,而近年來大專院校建設量日趨增多,校內人力資源並非時常充足,使得學校工程品質不易確實管控,因此 ,需要委託專業營建管理(Professional Construction Management)進行協助。惟目前國內有關PCM之角色定位、服務功能、工作權責、契約責任等,經常界定不清,以致實際運作中產生諸多困擾,使得PCM之功能未能充分發揮。故本研究欲從工程規劃設計階段中找出PCM廠商常見之管理問題,並且以業主的角度分析其重要性及影響的結果。 本研究透過文獻回顧之歸納整理,找出PCM於規劃設計階段中較常見的管理問題,並分析其性質、內容及影響,再予以分類。以尺度式量表設計問卷,並透過專家之建議修改問卷。回收問卷資料分析係採用統計學之概念及模糊語意變數之轉換,找出大多數學校工程之承辦單位認為PCM於規劃設計階段管理問題最需要改善的問題性質及對於工程品質、成本及進度影響程度之重要性排序,更針對承辦單位接觸專業營建管理之經歷及工作職務分析比較其差異,並藉由實際的工程案例,說明分析結果內容及意涵。

The public universities used to handle the construction of school by themselves, while, the new building projects were increasingly more and more in twenty years, the Professional Construction Management(PCM) was then introduced to assist to control the quality of school construction and to supplement the insufficient human resources in schools. However, due to the unclear responsibilities and role definitions, the expected benefits by entrusting the PCM are not good as expected. This study tries to do a defect investigation in the planning and design phases of PCM on university construction, and then, from the owners’ perspective, do an analysis of the importance and impact of the results of defect investigation. Through the literature review and induction, we first locate and classify the PCM management issues which are more common in the planning and design phases. Also, the nature, content and impact of those issues are analyzed. A new interpretation of statistical concept and the conversion of the fuzzy linguistic variables are used in questionnaire data analysis to identify the most important influence factor to the quality, cost and schedule of school construction project for the PCM in the planning and design phases. Finally, a practical case is illustrated in the study.
