臺中國家歌劇院對居住環境品質影響之研究

摘要

文化為城市風貌與多元特色的展現，臺中市作為文化藝術首都，積極投入文化設施的計畫，包括國美館、科博館、圖書館等大型文化設施等，對鄰近區域發生正面效應，進而提升市民居住居住環境品質，提供休閒娛樂與社會教育等功能。
臺中國家歌劇院由日本名建築師伊東豐雄設計，提出獨特設計構想「美聲涵洞」、「獨創結構系統曲牆設計」及「特殊工法」等世界三大創舉，成為各界注目焦點，也被譽為世界第九大地標性建築，因此為臺中市在國際表演藝術活動交流平台，提升藝文水準，並帶動中部地區觀光旅遊產業之繁榮。歌劇院周邊都屬高級住宅區為主，未來歌劇院完工後，在實質上市民可以享有文化氣息濃厚之地與優越環境，相對地遊客增加也會造成當地噪音與交通問題等，因此影響周邊居住環境品質的層面眾多。
本研究以臺中市七期做為研究範圍，首先將蒐集國內外相關文獻與國外歌劇院案例，系統性地剖析居住環境品質的各項指標，並藉由模糊德爾菲法(F.D.M)篩選文化展演設施設置後對周邊居住環境品質影響之因子，並進一步以層級架構分析法(A.H.P)建立一套臺中國家歌劇院對居住品質之影響程度指標架構，將分為「實質環境」與「非實質環境」等兩項層面，以評估臺中國家歌劇院對周邊住宅品質之影響。

本研究主要成果有以下二大點，如下:
一、臺中國家歌劇院之建設，會影響到當地實質環境與非實質環境兩大層面。
二、臺中國家歌劇院的建置對臺中七期居住環境品質影響，首要衝擊層面為交通影響、地區活化、開放空間以及空間意象。

Culture is the presentation of urban landscapes and multiple features. As the capital city of culture and art, Taichung is devoted to the planning of culture facilities such like museums and libraries which have a positive effect on the nearby area. Furthermore, it will provide entertainment and education and rise the level of living quality.
Taichung Opera House is designed by Japanese architect Toyo Ito who proposes the special ideas with “Sound Cave”, “Original Structural Curved Wall Design” and “Special Construction Method”, which attract worldwide attentions and called the 9th architectural landmark of the world. Hence, the opera house will be the international stage and bring a bloom to the tourist industry of the central region of Taiwan. The opera house is surrounded by senior residences, and when the construction of the Opera House is completed, the citizens will be able to enjoy the rich cultural atmosphere in the superior environment. Oppositely, the crowds will also bring in noise and traffic-related issues. Therefore, the impact on the surrounding residential quality can come from different aspects.
This study takes the 7th redevelopment zone of Taichung city as the scope of the research. First, local and foreign literatures are collected for systematic analysis on living environment indicators, and the Fuzzy Delphi Method (F.D.M) is applied to select and set the impact factors of the cultural performance facility. This study then further uses the Analytic Hierarchy Process (A.H.P) to establish an indicator framework to evaluate the impact on the surrounding residential quality. The framework is composed of essence and non-essence aspects, so that the impacts of cultural performance facility on surrounding residential quality can be viewed and evaluated in different aspects.
The results of this research are concluded with two aspects as below:
1. The Taichung Opera House will influence the essence and non-essence living environment of the local area.
2. The main impacts of the Taichung opera house to 7th redevelopment zone in Taichung are traffic, regional activation, open space, and space imagery.
