國際貿易綜合改革之評價指標研究－以義烏試點區為例

A Study on the Evaluation Criteria of the International Trade Comprehensive Reform -Taking Yiwu Pilot Area as an Example

摘要

國家綜合配套改革試驗區作為一種客觀存在的現象，對其評價指標體系的研究是一個新興的領域，具有廣闊的學科發展前景和巨大的社會實踐需求。本文根據義烏國際貿易綜合改革試點的目標與特點，採用問卷調查法、層次分析法（AHP）、德爾菲法（Delphi），分別從經濟增長、對外貿易管理、公共服務、社會管理、區域發展等5個維度，對義烏國際貿易綜合改革試點的現狀進行評價。運用評價結果與義烏改革試點的現狀進行對比分析，尋找義烏在改革試點建設中的差距，並根據義烏試點重點改革領域和自身的目標定位，提出了相關的對策建議。

As an objective phenomenon of national synthetically reform testing district and an emerging field, it has a broad development prospect and huge social needs to research on its evaluation criteria system. In this paper, according to the target and characteristics of Yiwu international trade comprehensive reform pilot, a theoretical model is proposed. By using the questionnaire method, the analytic hierarchy process (AHP) and the Delphi method, an evaluation index and standard are constructed. A total of five variables are included as the components of the index, including economic growth, trade management, public services, social management and regional development. The index and the evaluation method then are applied to assess the present situation of Yiwu international trade reform, to look at the problems it has, and to put forward the relevant countermeasures and suggestions according to its target area.
