從「香港優質學校改進計畫」談我國地方教育輔導

Elaborating the Collaborative Direction of Local Education Consultation in Taiwan in the Light of "Quality School Improvement Project (QSIP) of Hong Kong"

摘要


香港中文大學的「優質學校改進計畫」是大學與學校夥伴之協作計畫,自1998年獲得香港教育局及優質基金撥款進行試驗性計畫數年,直到2004年發展成為目前為香港最大型的在地整合型計畫,計畫主要是由教育當局的政策及學者專家帶領,引出學校內在課程教學層面的改革和促發動能。本文以香港優質學校改進計畫為例,試著探討臺灣的目前師培大學地方教育輔導,如何與縣市政府、學校建立合作信任機制等問題,並從學校層級亟需獲得政府課程領導、參與改革、教與學的困境解決來重構三方三信(信任、信心、信念)地方教育輔導協作機制和功能。本研究發現:一、香港教育當局資源事權集中,能扮演重要鏈接角色;二、香港基層學校自主與大學支援,學校能自主理出其需協助之項目,大學能針對需求給予支援與資源;三、臺灣師培體系角色需重塑,師培大學與機構需重新在此三層級當中覓妥重要的位置。

The Quality School Improvement Project (QSIP) conducted by The Chinese University of Hong Kong, is a project specifies the university-school partnership. It has been receiving grants from the Hong Kong Education Bureau and the Quality Education Fund for years since 1998. It has become one of the largest school improvement projects in the territory since 2004. It was leaded by educational authorities, scholars and experts, with an aim to initiate and facilitate the school curriculum reform. This study takes QSIP in Hong Kong as an example, to investigate how universities with teacher education and local education consultation in Taiwan can collaborate with local governments as well as school authorities and establish a mechanism with mutual trust. Besides, the study discusses the issues of schools in desperate need for guidance from the government in curriculum development, education reform, as well as problem solving on teaching and learning, in order to reconstruct the tripartite "trust, confidence and faith" mechanism among university, schools and the government. The findings of this study are as follows: (1) the Hong Kong Education Bureau plays an important role in the integration of resources and authority; (2) local schools in Hong Kong is able to identify the projects they need, and the universities can provide support and resources according to their needs; (3) the role of the teacher training system in Taiwan needs to be remodeled, and the teacher-training college/university should identify its position in the three-tier structure.
