世紀之交,部份傳播學術社群成員發起合共媒體的運動,並組成「無線電視民主化聯盟」。他們主張台視與華視應轉型為公共電視,並採取集體的行動以落實改革的理念;但是,他們的行動受到不少限制。在媒體改造運動再出發之際,我們回顧,傳播學術中批判的思想如何形成?成員如何集結與形成運動的想像?他們如何行動?又有何限制?自1990年以來,當官控商營傳播制度屹立不搖時,傳播學術社群中批判的意識形成,並提出公共服務的理念。1990年來他們致力於把改革的理念傳達到政治與媒體場域,但卻受到政治與媒體場域邏輯的限制;他們也未能如預期地與社會部門建立關係,因此缺乏社會資源與奧援。展望未來,我們建議,媒體改造運動可與相關的社會運動及團體形成策略結盟,以強化社會改造的力量。
At the turn of the century, some Taiwanese media academics launched Campaign for Citizens' TV. They argued that the two terrestrial government TV stations should not be privatized, but transformed into public service television stations. They translated academic knowledge into collective actions; however, their actions were restricted. In this paper, we aim to under-stand the practices of the academics. Back to the early 1990s, as the official-controlled commercial media system continued to exist, some media academics began to criticize the system. With shared concerns and values, they established personal ties and crystallized the objectives, discourses and actions, but were restricted by the political and media logic of the field. In prospect, we suggest that media reform movement should make alliance with related social groups, in order to strengthen social reform forces.
