摘要

冷戰期間，中共與美國之間的談判充滿敵對氣氛，七○年代以來，美國對中共談判作風的看法改變了許多。過去半個世紀以來，中共國際談判的策略，雖然有日趨成熟的一面，但亦有其不變的特性。本文綜合中共在港、澳、以及台灣等重要議題之談判特性，歸納剖析中共在談判前、談判過程中、以及協議達成後的各項作風，希望藉此窺知中共談判策略之全貌。

U.S.-China Ambassadorial talks during the Cold War were characterized by hostile, irreconcilable negotiations. Since the 1970s, the American perception of Beijing's negotiation behavior has changed significantly. Although having grown more complex over half a century, the PRC's style of diplomacy still retains essential negotiating characteristics.
This paper attempts to provide a picture of Beijing negotiating style by evaluating (1) important negotiations on Hong Kong, Macao, and Taiwan, and (2) the PRC's behavior prior to negotiation, during the negotiation process, and after reaching an agreement.
