縣市政府資訊系統是一個十分龐大複雜的資訊系統,涉及土地、建物、工務、交通、地政、民政、社會、財政等各個業務部門。欲順利地建立起此一資訊系統,必須運用一套嚴謹的規劃方法,才能奠定良好的基礎,做為各個子資訊實際建構時的指導綱領。 本研究針對台灣目前縣市政府資訊系統推動的實際情形,參考了一般資訊系統的規劃方法,建議了一套適用於縣市資訊系統的規劃程序。此一方法強調規劃單位與規劃對象之間的互動關係,歸納出一些共通性的課題,並建議可行的解決辦法。
Local government information systems involve a great amount of subsystems, such as land registration, buildings, civil constructions, roads, transportation, terrain, citizen services, etc To build up such systems efficiently and effectively, a formal methodology should be employed during the stage of information system planning. This article proposes a practical methodology for the cases of local government information system planning in the Taiwan area. This method emphasizes on the interaction among planners and departments of local governments. Two well-known methodologies, the Business Systems Planning and the Structures Analysis Method, are reviewed. Besides, the characteristics and the current circumstances of information system implementation of local governments are also examined. Furthermore, some common issues and their possible solutions are discussed.
