台灣與中國大陸在1949年國共內戰結束後形成分隔對峙的態勢,之後分別歷經了1960年代中期之前雙方砲戰、小規模海上及空中戰鬥、國民黨對大陸沿海地區的登陸游擊等軍事衝突以及1960年代中期以後彼此的冷戰。直迄1980年代人員互訪與貿易投資等各項交流接觸,兩岸關係方才有稍微和緩的跡象,但是雙方的敵對關係並未有所改變。部分人士認為,簽訂「兩岸和平協議」乃是解決台海兩岸衝突、穩定兩岸關係的一種有效途徑。本文試圖從國際關係理論文獻所提及的相關概念出發,針對兩岸和平協議簽訂與執行的可能障礙作一探討,以評估簽訂兩岸協議的實際可行性。
Some people have argued that signing a cross-Strait peace agreement is both a likely solution to cross-Taiwan Strait conflicts and an effective approach to stabling cross-Strait relations. This article tries to apply relevant concepts of international relations theory to discuss possible obstacles to signing and enforcing a cross-Strait peace agreement. It thus also evaluates the feasibility of such an agreement in reality.
