原日本海軍航空隊岡山基地招待所建築拆除與建築史料構建保存過程紀實研究

摘要

原日本海軍航空隊岡山基地招待所即是第六河川局員工宿舍，它位於高雄市岡山區柳橋西路15號，為日治時期日本海軍航空隊岡山基地招待所，又稱「岡田旅社」，一九三六年岡山農工創校時曾作為臨時校舍，戰後改由台灣省水利局接收，後來成為經濟部水利署第六河川局員工宿舍，因此推測該建築物至少75年以上之歷史，該建築物經民國91年原高雄縣政府文化局歷史建築普查工作後，並未列入建議登錄為歷史建築之列。第六河川局於民國99年開始規劃拆除本員工宿舍，並於原地興建地下一樓地上二樓防汛中心辦公室，於完成建築執照申請與營建工程發包作業後，高雄市政府文化局文化資產中心接獲民眾通報，希望能對該棟建築物進行保存。該建築物以木構建築為主要基礎的原日本海軍航空隊招待所，格局確有特色，惟歷經多次整建已失去原有風貌，加上白蟻蛀蝕，建築外觀雖形體尚存，整體保存狀態不佳，文資委員建議不宜指定為文化資產。該建物應朝測繪紀錄、重要構件保存及史料建置方向進行，並設置歷史展示空間，作為史料、構件以及照片的展示教育場所，以為文化資產保存盡心力。

The original Japanese Naval Air Force, Gangshan Guest House was the sixth He-Chuan Office staff dormitory, which located at Liao-Qiaoxi Road, No.15, Gangshan district, Kaohsiung, as Japanese Naval Air Force Gangshan Guest House during Japanese colonial period, also known as “Gang Tian Hostel”, the agricultural workers had set as a temporary school after founding in Gangshan on year 1963. It had received by Water Resources Agency, Taiwan Province after the war and lately became staff dormitory at the sixth He-Chuan office of Water Resources Agency, Ministry of Economic Affairs. Therefore, we speculated that the building was over at least 75 years of history, after the survey work which taken by the original Bureau of Cultural Affairs Kaohsiung City Government on Republic of China year 91, it was not included into the recommendation as historic buildings of login. The sixth He-Chuan Office had started planning for removal this staff dormitory during R.O.C year 99, and the construction of basement in place, two floor of flood control center on the ground. The Cultural Heritage Center of Bureau of Cultural Affairs Kaohsiung City Government had received public informed, hoping for preservation of the building following by the completion of construction license application and project contracting operations. The building with wood construction as the main foundation of the original Guest House of Japanese Naval Air Force, with indeed unique of configuration, but has lost the original appearance after several of renovation, further with termites, although the architectural form was remaining, but the overall preservation was in poor condition, therefore the members of Cultural Heritage Center suggested that should not be designated as cultural assets. The building should be towards the direction of mapping records, preservation of important components and built of historical data, and set up a historical exhibition space as an educational display arena of historical data, components and photos, dedicated to preservation of cultural assets.
