臺灣青年非典型就業的特徵與風險因子探究
Characteristics and Risk Factors of Nonstandard Youth Workers in Taiwan
摘要
相較於本籍女性本研究旨在探臺灣地區青年非典型工作者的盛行率、人口特徵、工作特徵、以及風險因子。針對15-29歲的受僱青年勞工為研究對象，並以部分工時工作、定期契約、外包工以及勞動派遣這四種類型界定非典型工作者；經使用2012年「青年勞工就業狀況調查」資料分析後發現：（1）我國青年非典型工作者佔全體青年工作者的比例約莫為25.1%；（2）青年非典型工作者中，所占比例最高者為定期契約，其餘依序為部分工時工作、勞動派遣與外包工；（3）青年非典型工作者的人口特徵為女性、年紀輕、高教育程度；工作特徵則為從事第三級產業、位居基層主要勞動市場、公司規模較小以及就業於北部地區；（4）相較於青年典型工作者，青年非典型工作者顯示有年紀輕、多從事第三級產業、位居次要勞動市場、就業於偏遠地區等特徵；（5）整體而言，影響青年工作者落入非典型就業的風險因子，在個人因素層面包括性別、年齡，在結構因素層面則有產業結構、組織規模以及工作地區；（6）值得注意的是，不同非典型就業類型的風險因子的確存在差異，其中又以部分工時工作相較其他非典型就業類型最為不同。

The main purposes of this study are to explore the prevalence rate, to examine the major characteristics and to discover the risk factors of the nonstandard working youth population. Choosing youth labor forces whose age between 15-29 years old, and we define nonstandard workers as those whose jobs are in the form of part-time, fixed-term hires, outsourcing, and dispatched. Through analyzing the data of the 2012 'Youth Labor Employment Status Survey', we find that: (1) the rates of nonstandard youth workers are about 25.1% among all youth workers; (2) among all nonstandard youth workers, the highest rate of the form of jobs is fixed-term hires, and the rest listed in order are part-time, dispatched and outsourcing; (3) the demographic characteristics of nonstandard youth workers are female, young, and high-education; the job characteristics are those who work in service industries, lower primary labor market, smaller size company, and northern areas; (4) comparing to standard youth workers, the nonstandard youth workers usually are young, having more engagements in service industries, secondary labor market, and remote areas; (5) roughly speaking, the factors of determining why youth workers are classified as nonstandard working are gender, age, structures of industries, size of organization, and area; (6) notably, there are certain differences between different types of nonstandard working; the types of part time jobs are the most different among them.
