臺灣社工勞動派遣實踐經驗之探討

The Study about the Practical Experience of the Dispatched Social Workers in Taiwan

摘要


本研究旨在探討社會福利服務領域中,勞動派遣聘僱方式的運用,採質性研究設計,透過與派遣社工深入訪談,以其在派遣市場中的勞動經驗及主觀詮釋做為分析的材料。研究發現為(1)勞動派遣實踐的現況更趨近於交互雙圓圈的關係;(2)派遣單位與用人單位的性質漸趨多元化;(3)公部門及私部門使用勞動派遣社工的原因不盡相同;(4)公部門使用派遣社工易引發爭議。綜而言之,用人單位為降低人事成本與規避雇主之責,選擇向派遣單位購買社工人力,由派遣單位執行社工的聘僱與派遣,卻未能提供派遣社工足夠的訓練與友善的勞動環境,又因社會福利服務的特殊性,使得勞動派遣的運用猶如一場浮士德交易,社會福利服務的價值難以量化,卻可能以尊嚴勞動的落實、社工專業發展、服務品質、案主權益、社工勞動條件等做為代價與之交換。

The purpose of this study is to explore the way of labor-dispatching in the area of social welfare services. And it uses qualitative research design. To obtain the working experience and subjective interpretation as the material for analysing, seven social workers are interviewed The findings are as following: (1)the relationship in the practice of labor-dispatching In Taiwan is like a Venn-diagram; (2)the kind of the employers in the labor-dispatching is becoming more diversified; (3)the reasons of the public sector and private sector using the labor-dispatching are different; (4)public sectors which using dispatched-social workers easily lead to controversy. In conclusion, employers use dispatched social workers to reduce costs and avoid the employer's responsibility, but not providing enough training or the kind working conditions. However, the social welfare services have its own features, and its makes the using of labor-dispatching like a Faustian deal. Finally, we may lost the decent-working value, the social work's professional development, and the service quality in the deal.
