摘要

本文基於行政院頒布的「無障礙網頁開發規範」，針對國內兩百二十個大型網站進行無障礙空間的線上評估。研究結果顯示，沒有一個網站完全符合無障礙的檢測標準，將近六成的網站出現超過十一項錯誤，其中更有四個網站在二十項檢測標準當中，偵測出二十項以上的錯誤。
在各類網站中，特殊學校類的表現最好，政府機關網站排名居中，而入口網類網站則是表現最不理想的類別。整體來看，全體網站平均率約有兩成的網頁出現一項以上的錯誤，顯示台灣地區的網站仍有相當大的改進空間。比較各網站所出現的錯誤，幾項錯誤率偏高的問題包括：
1.網站中使用的圖片未附加替代文字說明；
2.網頁忽略在doctype標籤中，使用標準規範的敘述以識別HTML版本類型；
3.設計者未明確指出網頁文字所使用的自然語言；
4.網頁表格未提供表格摘要說明（如summary屬性）。
未來網頁開發者在設計網頁時，應該特別留意避免以上的幾項錯誤，方能提升網頁的可及性。

This paper evaluates the levels of accessibility of 220 large-scale Websites in Taiwan based on the twenty-four accessibility check points extracted from the W3C Web Accessibility Guidelines. The results show that none of these Websites is perfect. Nearly sixty percent of them contain more than eleven mistakes. Moreover, four Websites are found to have twenty or more mistakes.
Among the eleven types of Websites studied by the author, the Websites of the special teaching institutes committed the least mistakes. Governmental Websites are ranked as the sixth. Commercial Web portals such as Yahoo are those with the most mistakes. In average, among all of the Web pages analyzed in this study, nearly one-fifth (19.4%) contain some mistakes, which apparently means that there is room for the Websites in Taiwan to improve.
