摘要

以我國行政程序法為中心，介紹聽證之定義及概念，釐清聽證與公聽會等其他民主參與制度之異同；列舉並分析我國現行應舉行聽證之法規及實例，以及如何舉行聽證之程序；最後並就如何推展運用聽證制度提出改進意見。
