都市樹木保護經常被視為一項環境議題,但是保護樹木的市民行動或抗爭經常交錯於更複雜的社會爭議之中,進而促成都市政治場域的拓展,因此超出了環境議題。本文援引都市社會運動觀點,立足於既有研究、新聞報導及官方資料,佐以相關人士訪談,首先勾勒臺北市樹木治理與保護的歷史。然後,筆者以臺北市三場牽涉市民團體對於發展計畫不滿的護樹行動為例,說明都市樹木如何形成都市政治場域,成為護持與爭議特定價值和利益的媒介。研究發現,青田街維護綠蔭景觀的樹保行動,牽涉歷史保存計畫與自然房地產利益之間的衝突。華光社區的樹保行動與反迫遷運動結盟,嘗試阻擋開發計畫,但兩方的政治議程也存在著張力。松菸護樹行動源於地方社區反對巨蛋開發的主張,後來轉變為年輕世代拓展公共事務參與的政治場域。筆者主張,樹木保護的都市政治是以都市自然的差異化治理為前提。樹保行動具有作為政治目標、政治策略,以及政治場域等不同層面,並串接於多重社會議題,有利於啟動更廣泛的都市意義競逐。
Urban tree protection is often considered an environmental issue, but civic actions or struggles to protect trees are often intertwined with more complex social disputes, which in turn contribute to the expansion of the urban political field and thus go beyond environmental issues. This article cites the perspective of urban social movement, based on existing research, news reports and official materials, and interviews with relevant persons. First, it outlines the historical process of tree governance and protection in Taipei City. Then, the authors use three tree-protection campaigns in Taipei City that involved civic groups' dissatisfaction with the development plan as examples to illustrate how urban trees form an urban political field and become a medium for defending and disputing specific values and interests. The study found that the tree protection action of Qingtian Street to maintain the green landscape was involved in the conflict between the historic preservation plan and the interests of natural real estate. The Huaguang community's Tree Protection Action has allied with the anti-eviction movement to try to block the development plan, but there are also tensions between the political agendas of the two parties. The Songshan Cultural and Creative Park's tree protection action originated from the local community's opposition to the development of the Big Dome, and it was later transformed into a political field for the youth to expand their participation in public affairs. The authors argue that the urban politics of tree protection is premised on the differentiated governance of urban nature. Tree protection has different levels such as political goals, political strategies, and political fields, and is connected to multiple social issues, which is conducive to opening up a broader competition for urban meaning.
