摘要

一九九四年盧安達所發生的種族衝突及屠殺慘劇主要是源於歷史的族群仇恨、政經權力結構的失衡以及殖民主義的政經控制。其次，國際社會及聯合國的消極冷漠也是重要因素。展望未來，盧國的族群衝突與矛盾似仍難以消除，但種族滅絶的慘劇應不致再發生。然而，如何建立一個「互信」且「共治」的政治制以及維繫這一區域的和平安全則是當前盧國政府及國際社會的一大挑戰。

The 1994 Rwandan crisis resulted from historical ethnic conflicts, disequilibrium of politico-economical power structures, and influences of the European colonial countries. In addition, the apathy of international society and the United Nations are also very important factors. Ethnic conflicts in Rwanda are likely inevitable for the foreseeable future, but another genocidal tragedy probably will not be repeated. How to establish political institutions based on mutual trust and power-sharing between the two ethnicities and safeguard the security and the peace in the Great Lakes region is now the big challenge for both the Rwandan government and international society.
