安全照護之國際趨勢：「No-Lift Policy」不徒手搬運病患規範
No-Lift Policy-International Trend in Patient Handling
摘要
No-Lift Policy（不徒手搬運病患規範）旨在善用輔具替代徒手搬運，已有國外文獻證實有效預防照護者傷害、提昇照護品質、預防跌倒、節省機構長期開銷。No-Lift Policy施行重點包括：以水平施力取代垂直施力、適切使用輔具、鼓勵病人自行出力等。推行過程中，照護知識建立、風險評估與控制、輔具應用都十分重要，尤其管理階層的認同與推動常扮演關鍵原因。臺灣由於接觸No-Lift Policy較晚、缺乏公部門政策支持，目前普遍度尚低。推行過程中可能之阻礙包括：管理階層接受度偏低、經費不足、工作習慣與組織文化的短時間難以改變等。因此期望結合各界力量，藉由推廣相關知能與技能，提昇照護品質。

No-Lift Policy provides for a safer approach to patient/client handling with manual lifting of patients is eliminated or minimized wherever possible. Previous studies have indicated that No-Lift Policy is positively effective in preventing caregivers' injuries, improving quality of care, and executing patients' fall prevention. The principles of No-Lift Policy include: manual transfer, especially vertical forces, should be minimized, adequate assistive devices are required to use, people should be encouraged to assist in their own transfers, and etc. In executing No-Lift Policy, the knowledge of safe patient handling and risk assessment, as well as the skills of using assistive devices are equally important. Among them, the efforts of the managing level are especially critical. Given No-Lift Policy was introduced to Taiwan not long ago, and no formal regulation was formed, the popularity is still relatively low. The possible obstacles of promoting the Policy may include: the low acceptance of managing people, lack of financial resources, and the difficulty in changing organizational culture. We are expecting with the efforts of professionals and practitioners, such knowledge and skills can be spread, and therefore improve the quality of care.
