Fu Sy-nian (1896-1950) was a model intellectual in the 20th century China. He was one of the leaders in the May 4th Movement. He had been a professor at Chung-san University, a research scholar at the Institute of History and Language at Academia Sinica, a member of the Civilian Political Group, the deputy president of the Beijing University, etc. Ever since he became the president of national Taiwan University in January 1949, he spared no efforts to invite distinguished professors, construct more buildings on the campus, expand libraries and other facilities, encourage research and scholarship, and so on. In so doing, he laid a solid academic foundation for the university and a tradition of scholarly freedom. Although he did not stay long in his presidency, Fu was one of the best presidents at the university, especially in terms of his way of inviting and employing good teachers for the school. The quality of teachers for higher education before was rather poor due to a lack in a good system as well as an abuse of power. As president, Fu not only invited good teachers but also established regulations for employment and promotion, greatly raising the quality of college teachers. How did Fu find the way out of the chaos? How did he settle the problems encountered at different colleges or departments? These are the questions to be addressed in order to understand why National Taiwan University could start afresh. This paper will answer the questions by referring to the archives of the history of National Taiwan University, the Fu Sy-nian files at Academia Sinica, the recollection writings of the people who knew and understood him, and articles found in newspapers and magazines, with a focus on Fu's ideas of running the university, the employment of teachers at NTU, and the status quo of teacher employment.
