近年來美國、澳洲等先進國家均加強對重要民生基礎建設的保護。所謂重要民生基礎建設(Critical Infrastructure)是指在一個國家中為維持國家安全、民生而提供的基本產品或服務,例如電信、能源、金融、交通、供水、醫療以及急難救助等,如何有效保護重要基礎建設成為當前世界上各國家反恐作戰的重要課題。 為了評估基礎建設的保護效能,各國均發展相關的模擬工具用。然而,此類模擬工具及環境多數具有機密性及區域性的特性,需各國自行研發。台灣目前尚未有相關研究及技術開發。我們的論文研究目標即針對此目標,開發出一套有效評估基礎建設的防護能力的中文模擬程式。利用形態學分析法(Morphological Analysis)來組合各種攻擊劇情,並利用類似EASI模型的公式,找出各種攻擊情境中最佳及最差的狀況,以辨識出設施的弱點,以協助後續的保護設施的更新或修正。
In recent years developed countries such as US and Australia have strengthened the protection of their Critical Infrastructures. Critical Infrastructures refer to the products or services that are needed to maintain national security as well as the economic and social welfare of a nation. Such infrastructures include telecommunication, energy, finance, traffic, water supply, medical treatment etc. Effectively protecting these critical infrastructures is a critical issue in the anti-terrorism war. To assess the effectiveness of critical infrastructure protection activities, most countries are engaging in developing related simulators. Such simulators and environments have confidential and localized features, and thus, each country needs to develop their own simulators. However, there is no relative research or development in Taiwan. Based on this reason, our research aimed to design a Chinese simulator to assess the vulnerabilities in physical protection of critical infrastructures. We used Morphological Analysis to compose various combinations of attack scenarios. We also modified EASI model formulae to calculate the delay time and success probabilities of each generated scenario. The vulnerability of physical protection of critical infrastructures can then be identified. This can help the follow-up upgrading and modification of these physical protection designs.
