論 文 摘 要 台灣資訊電子產業依靠多年專業代工的背景與大幅縮短交貨日期,逐漸由OEM/ODM模式轉型為CEM(專業合約代工廠)模式使台灣資訊電子代工產業在全球市場已經具有領先的地位。但是在採購週期方面,產業間因為缺乏夥伴間的資訊透通與資訊技術的整合,依然需費時5-7日完成採購流程,這樣的流程已經無法滿足現今台灣轉型後的商業模式。因此,有效降低代工成本、快速反應客戶要求、達到符合雙贏的局面並成功整合供應鏈流程使資訊透通已經是刻不容緩的事情了。 以往由Fax、E-mail、FTP以及EDI等資訊技術進行訂單資訊內容的交換,此時並不涉及交易夥伴間的流程整合。因此,在上下游供應鏈成員互動要求不高的生態環境中是乎是能夠滿足企業間的資訊需求。但是隨著供應鏈的興起、客製化的需求提高,企業如何因應世界趨勢將成為永續經營的指標之一,而其中資訊科技如何達成快速完成企業間的採購交易流程(資訊的交換以及流程的整合)就成為有效達成目標的方式之一。有鑑於此,本研究計劃以個案探討的方式進行研究,目的是為了能夠深入了解整個採購流程(必須包含Buyer、Seller的內部及外部的相關採購流程)及導入過程。本研究重點係在分析兩家個案如何評估使用不同的B2B平台導入模式(導入前)、3A4/7/8 Pips應用內容、系統架構與整合、導入過程中所發生的問題並提出相關解決方案(導入中),並希望藉由此次的研究,為國內其它企業在導入電子採購系統(e-procurement)時的參考。
ABSTRACT The computer electronic industry in Taiwan became the largest global supplier through its CEM business model. Taiwan achieved its leading position by its long time OEM/ODM experience as well as greatly shortening its order fulfillment time. However, it still takes 5 to 7 days in procurement process, due to the fact that there is information exchange barrier and weakness in IT system integration in the supply chain, which could not meet the demand of the current business model of Taiwan’s computer electronic industry. Therefore, effectively integrate the supply chain to enhance information exchange to reduce OEM/ODM cost and have quick response to customer demand for win-win results is an inevitable issue for Taiwan’s computer electronic industry. Previously, it depended on information techniques, such as Fax, E-mail, FTP, EDI and etc. to exchange order information, which were not required the integration of processes among business partners. Therefore, a least interactive environment among upstream and downstream supply chain members have already satisfied the business information demand for all the companies involved. However, following the upraising of the supply chain and the increasing demand for customized manufacturing, how to rapidly fulfill the procurement process (including information exchange and process integration) is vital for the sustainable development within companies. Therefore, this study employed the case study approach to gain a comprehensive understanding of the entire procurement process, which are comprised the pertinent internal and external procurement processes for the buyers and sellers, as well as the implementing process for the supply chain management system. The studies of two cases are focus on how to evaluate installation models for different B2B platforms before implementation, 3A4/7/8 Pips application contents, system structure and integration, as well as problem occurred and their solutions during the implementation. This study is aimed to provide useful reference for other domestic companies for their implementation of e-procurement system.
