近年來電子商務的盛行,使得現實世界中的商業交易行為,逐漸的在網際網路的世界中上演。網際網路的特性,打破了現實世界中地域和時間的限制,使得許多既有的營運模式、商業邏輯都不再適用,所以企業必須重新思考新的經營管理方法。以往企業每年在採購成本上的支出佔企業總支出將近一半以上,但是採購成本反而是最常被忽略的一項成本支出,所以為了讓企業能夠提升採購的效率,降低採購的成本,電子化採購系統的導入是企業在發展電子化的過程中必然的趨勢。根據統計,電子化採購系統的導入能幫助企業節省將近70%的採購成本和時間。除此之外還有簡化採購貨品的找尋過程、減少錯誤的購買、支援企業的採購策略等效益。 基於電子化採購能帶來龐大的效益,大型企業普遍都已導入電子化採購系統,但是隨著時間的演變,舊有系統功能的不足與封閉,使得採購流程仍然需要大量的人工作業,且舊有系統大都存在大型主機上,和現今系統整合不易。然而,舊系統具有較好的穩定性,且已經沿用多年,在系統中存在著許多的重要的採購相關資料,仍然有其存在的價值。本研究以S公司新電子採購系統建置和舊系統的實際整合案例,說明系統的架構設計和功能流程,以及系統開發建置情形,並進一步分析與探討電子採購系統實際上為S公司帶來的效益,以提供業界與學術界有價值的運用。
With the prevalence of e-business during these years, more and more business trades have developed in the Internet world. The Internet has broken through the limitation of time and area in the real world and made many existing models of operation and business logic unfit any more. Therefore the companies have to seek for new methods of business management. In the past, the annual cost of purchase, which is most neglected, was approximately more than half of the total expenditure of one company. In order to enhance the purchase efficiency and reduce the cost of purchase, it will be the trend for the companies to implement e-procurement system in the process of electronizing. Based on the statistical data, the implementation of e-procurement can help the companies to save about 70% purchase cost and time. In addition, it also can simplify searching process of purchase merchandise, reduce the mistake of purchase, and support the purchase policy of the companies. Because of numerous advantages of e-procurement, many big companies have implemented e-procurement system. As time goes by, the functions of old system with insufficient and closed cause procurement process still need huge labor operations. Old system setting in mainframe also makes it difficult to combine with new one. However, old system is more stable and it has been used for years. It also stores a lot of important procurement information, so it is worthy to reserve. In this paper, we use S company as a case that established a new procurement system and combined the new system with old one to report the design of framework and the process of function. We also describe the process of developing and analyzing the benefit of e-procurement system to provide useful applications in academia and industry.
