學校部門行政業務流程再造之探討─以研習心得分享流程為例

摘要


本研究目的在利用現有的人力、資源,將原始的行政作業程序,以企業流程再造的觀念融入,並以資訊科技的輔佐,達到知識分享為主的流程架構,以提高教職員工推動知識分享的意念,並建立一個以知識分享為目的的流程改造方法,來提供對於有意研究學校知識分享相關主題者做參考,增加行政流程效率提高學校競爭力。 本研究以個案分析為研究方法,探討本校研習心得作業流程改善,並輔以企業流程再造的觀念及步驟的導入,對於此研習活動知識分享的散佈關係之間的影響程度。本研究利用企業流程再造的方法步驟,利用訪談方式找出原始研習心得分享流程的核心問題及目的,並利用流程「知識分享」的應有效益,制定改善後研習知識分享流程之關鍵績效指標,並設計一研習知識分享系統導入研習活動流程,最後以問卷調查方式來探討出學校教職員對新研習知識分享流程的各績效指標的認同程度,看此企業流程再造方法是否可以解決原始流程問題及達到知識分享的效益。 本研究結果發現本研習知識分享流程再造所衍生出的效果,可解決原始流程所存在的問題,並達到知識散佈及知識吸收的效益。部分教職員工對研習知識分享流程的效益達成存著懷疑、保留的態度,且成為學校在知識分享文化上風氣養成的阻力。新研習知識分享流程中,研習知識分享系統在此流程中扮演十分重要的角色,本論文在績效驗證中,資訊系統在教職員使用上如何發揮知識分享的成效及探討優、劣不同的系統功能對教職員在使用的行為態度上有何不同。新知識分享作業流程的導入後,對本校在知識分享的認知程度及話題討論熱度升高,有助於學校文化在知識分享及流程改善資源整合的幫助。

The goal of this study is to make use of the manpower and resources we have now, through the integration of the concept of business process reengineering and the assist of info technology, we can achieve a technological process; to enhance the thought of faculties to share knowledge, we’ll be able to construct a new method with the goal of sharing knowledge, to provide reference for those who are interested in studying the relevant subjects of sharing school knowledge and to increase the efficiency of administration to advance the competitiveness of the school. With case investigations, we are able to acknowledge the influential degree between the disseminate relation of the knowledge sharing of this research through the improvement of the procedures of this school and the integration of the concept of business process reengineering and interviewing, to find out the main problem and goal of the original method, with this, a system of knowledge sharing is implemented into a designed research procedure. Finally, we’ll find out how much the faculty indentify with the system, through the help of them doing questionnaire. With this, we’ll see if this procedure can solve the problems of the original process and achieve the beneficial result of knowledge sharing. With the result of the study, we came to a conclusion that the result of this new procedure can solve the original issues and achieve the benefit of knowledge sharing and absorbing. Part of the faculty have a doubtful and retaining attitude toward the new procedure and has become a resistance force toward the development of this new procedure. The system of knowledge sharing plays a fairly important role in this new process. This paper is mainly about how this system assist the faculty to share knowledge while using this system, and explore the impact of different functions has on the faculty. After the introduction of the new process, it helps schools in knowledge sharing and the integration of improved resources.
