Rural Community Development Program in Taiwan, Republic of China

Rural Community Development program has been designed as a joint effort between the community people and the government to improve the quality of rural community life. After nine years of program implementation, rural community life in Taiwan has been improved tremendously. Essentially, this paper is an attempt to illustrate the different stages of implementation from formulation to implementation at the different levels of government. However, the implementation process at the village community level is stressed in this paper. According to the experience in Taiwan, if government is willing to provide subsidies the village communities will be motivated to mobilize the local community resources and conduct various kinds of development programs. The process of winning the consensus from the majority of the community people as well as the process of organizing the governing board and the process of the matching fund collection are the important activities during the entire process of implementation. Inspite of the significant achievements made through the Rural Community Development program, several expected goals are still not realized. Therefore, a number of follow-up programs such as Anti-Poverty program, Environmental Sanitation Education program, Community Maintenance Fund, and Strengthening of Village Organization Program are now being launched in order to enhance the results of Rural Community Development. Considering the financial constraint of most of the developing countries and the urgent need for raising the quality of rural life in these countries, the joint development endeavor between community people and the government appears to be an effective approach to the rural problems confronting them. The experience in program implementations illustrated in this paper may provide some useful references.
