In reviewing of the development of the community empowerment for the past decade, with the involvements and dedication of the public, a fruitful and qualified result has been reached to foster numerous new communities. The policy of community empowerment has been transforming from single department to intra-department, and through lateral interaction/communication to move toward multi-aspect development and more communities involvements. Hence, network management is one of the key factors of this development. This study aims to explore the experience module of community network connections through documentary analysis/document Analysis and detailed interview. The finding results from this study: complicated employment of network management and cooperate relationship of multi roles. After interviewing the participants of this network and coordination, competition, negotiation, discussion, and conflicts of the interaction, the common sense is gradually building up, which is the goal of this research to implement the policy through network management.
