臺中市區公所治理能力評估模式之研究

全球化造成世界各國都市間密集交錯，為全球各都市帶來競爭與挑戰，也促使全球競爭的焦點由國家轉向城市；另一方面，隨著政府擴張與財政壓力，西方各國於二十世紀末期展開一連串政府再造與組織重整。基於外在環境挑戰與新治理之趨勢，我國也進行了行政區域調整。自2009年修正通過《地方制度法》後推動縣市改制，至 2014年底桃園市改制完成，臺灣地方自治自此走向六都時代。然而這種制度變革是否引發良善的治理，值得探究。特別是對於由鄉鎮市改制之區公所而言，作為直轄市下的「區級政府」，區公所治理績效是市政發展的碁石，其治理能力有探究之必要。臺中市為中部地區唯一的直轄市，在區域發展上扮演領頭羊之重要角色，大臺中都會區之發展亦值得關注。本研究以臺中市區公所為研究對象，以治理能力與區政考核為研究核心，綜合學理發展與實務文獻，並透過深度訪談進行資料蒐集與分析，進而探究區公所治理能力之內涵，並建構臺中市區公所治理能力評估模式，最後據以提出提昇區公所治理能力之策略，作為臺中市區公所未來發展之參考。

Globalization has brought the intertwined between the cities of the world, not only making all the cities face challenges, but also turning the focus of global competition from countries to cities; on the other hand, with the government expansion and financial pressure, a series of restructuring and reorganization were launched between the western countries at the end of twentieth century. Based on the trend of external environmental challenges and the new governance, Taiwan government has also carried out administrative regional adjustment. The government gave impetus to the changes of countries/cities into special municipalities when the “Local Government Act” revised in 2009 till the end of 2014 when Taoyuan city restructuring was completed. Taiwan's local-self government of the “Liou-Du” (six special municipalities) times started from then on. However, whether such institutional changes lead to good governance, it is worth exploring, especially for the district office restructured by township government. As the "district-level government" under the special municipality, the district government governance performance is the foundation of the development of the city. It deserves to explore further. Taichung city is the only special municipality in the central area of Taiwan, and plays an important role in regional development. The development of the Taichung metropolitan area is also worthy of attention. This study takes district government in Taichung city as the research object, focus on the governance capacity and district administration assessment, integrates the development and the practical information analysis, and explores the intention of Taichung district office governance as well as establishes Taichung district office assessment model of the governance capacity through the interview and data collection and analysis. Finally, based on the afore-mention, the study proposes the strategy of governance capacity for Taichung district office to be the references.
