本研究的主要目的係以100年至105年間臺中市29個區公所為研究對象,探討各區公所之治理績效,並評估其治理績效是否具有改善的空間。本研究以技術效率作為績效的衡量指標,並先採用資料包絡分析法對各個區公所進行績效評估,其次再採用Malmquist 生產力指數分析影響各個區公所績效變動的因素。研究結果顯示,臺中市有4個區公所在6年的研究期間皆有最佳的績效表現。其次,平均而言,因為技術進步成長率在跨期分析中呈現衰退的現象,所以導致各個區公所在研究期間的平均生產力指數呈現下降的趨勢。以個別區公所而論,在面對6年研究期間的政策法令或外在環境因素的變遷中,共有個8個區公所可能因為具有豐富的管理經驗,其生產力指數表現良好,且呈現進步之趨勢。但是,其他剩餘的21個區公所的生產力指數表現欠佳,且呈現衰退之趨勢。本研究之研究結果期望能提供決策當局作為未來資源配置、施政政策以及目標決策之參考。
This paper aims to examine the governance performance of each 29 District Offices in Taichung City from 2011 to 2016 and to evaluate their areas for continuing development. By using technical efficiency as a performance index, this study first uses Data Envelopment Analysis (DEA) to evaluate the Districts’ performance and then uses the Malmquist Productivity Index (MPI) to analyze the variation factors that affect their performance. The empirical results show that four of the District Offices had the best governance performance during the 6-year research period. On average, the technical growth ratio demonstrates a declining trend from the cross period analyses and therefore leads to a decreasing average PMI for each of the District Offices. Regarding the individual Districts, total of eight District Offices present a superior and an increasing PMI during the 6-year research period under the impact of changing law, regulation, policy, or other environmental factors. The eight District Offices might have more experience. However, the rest of the 21 District Offices have an inferior and a decreasing PMI. This paper is expected to provide a reference for the decision making authorities to allocate resources, administrative policies and making target decisions in the future.
