分析公共政策網路參與平臺之效益－以有關臺中市之提議議案為例

An Analysis of the Effectiveness of Public Policy Network Participation Platform: Using Proposals Related to Taichung City as the Case

摘要

公共政策網路參與平臺的建立，其目的是為了讓公共政策能更以更多元的方式，讓民眾直接提出、面對並實際參與。然而，在環顧該平臺所提出之政策後，能夠發現實際藉此成案的並不多，且部分提案卻與社會通念有著一定落差，而淪為近似情緒發洩的網路平臺。據此，本文以臺中市公共政策網路參與平臺之相關提案為例，分析該平臺的實際使用效益與評估，期能藉由此文之研究，思考如何使其成為更有效益的公民政策參與平臺。

The Public Policy Network Participation Platform was established to allow public policy to be directly proposed, faced, and participated by citizens through diverse methods. However, after reviewing the policies proposed through the platform, we found that few were finalized. Some of the proposals were deviated from social common sense and made the platform appear like a venue for emotional release. Accordingly, the present study used the proposals related to Taichung City on the Public Policy Network Participation Platform to analyze and evaluate the use effectiveness of the platform in the hope to improve the effectiveness of the Public Policy Network Participation Platform.
