農業產銷班導入電腦化經營管理系統之成效與影響因素研究

A Study on Effectiveness and Factors Affecting Farmers Production Group's Adoption of Farming Management Information System

摘要


本研究以「農業產銷班經營管理系統」為例,探討臺灣農業產銷班在導入資訊系統時,對於農場或產銷班組織可能帶來的之效益,以及影響其導入過程中之重要影響因素。本研究應用創新傳播理論,以質性之實務研究取向與行動研究方法進行資料收集、整理與分析。於系統導入成效部份,從經濟性績效、社會性績效、組織性績效及個人發展等四面向探討。研究結果發現,經濟性績效部份顯示系統可協助產銷班降低成本、增加利潤,並提升管理效率。社會性績效部份,因目前導入系統使用的產銷班仍在少數,尚無社會全面性效應出現,但可發現導入系統對產銷班與其他班或農政單位的互動有幫助。組織性績效部份,產銷班可應用系統資料在產銷班考評及資料繳交,多數獲得正面回應,且在資料建置過程中,班員間的互動也有所增加。至於個人發展績效部份則顯示,產銷協調師及產銷班內其他班員的電腦能力、態度有所提升,產銷協調師本身的資訊尋求能力以及經營管理概念與作法也有增進。此外,輔導員在互動過程中,也增加對農業及產銷班之瞭解,相關輔導人員同時也藉由輔導導入歷程中提升對農業的瞭解與認同。此外,在創新傳佈內在結構因素部份,本研究分析發現,影響產銷班導入經營管理系統之因素分別為策變者、系統創新內容、產銷班組織以及產銷協調師等四面向。其中策變者影響因素為對系統態度、教學輔導能力及輔助資源。系統創新內容影響因素為資料保存、查詢便利性、功能及介面操作複雜性。產銷班組織影響因素包含成員年齡、組織規模與運作狀況、幹部改選、缺乏系統使用需求、班員配合度、及資訊設備狀況。產銷協調師影響因素則為電腦操作能力、以及擔任班職務等。

The purpose of this study is to investigate the effectiveness of introducing the Farming Management Information System (FMIS) in farmers' production groups in Taiwan. The innovation of diffusion and qualitative research were utilized to collect and analyze data. There were four dimensions, including economic performance, social performance, organizational performance, and personal development, taken into account to assess the introduction outcome. The results showed that FMIS could decrease the cost, increase the benefits, and improve the management efficiency from economic performance perspective. With regard to social performance, there existed no comprehensive effects due to the few FMIS usage percentage. However, the introduction of FMIS was helpful in facilitating the interaction among the farmers' production groups and agricultural agencies. In organizational performance, the farmers' production groups expressed positive attitude toward applying the formal documents produced by FMIS as references in evaluation and the additional advantage that increased the interaction among group members. Besides, the computer abilities and attitude of coordinators and group members were improved, as well as the information seeking abilities and management concepts of coordinators in personal performance dimension. The results also revealed that the consultants expressed more understanding about agriculture and farmers' production groups, so as facilitators improved their cognitions via introducing process.Moreover, the change agents, innovative functions of FMIS, structure of farmers' production group, and coordinators, were the internal elements in innovation of diffusion. The attitude towards FMIS, instructional abilities, and the available supplemental resources, constituted the influence of change agents. The influential elements of FMIS innovative functions included data storage, searching convenience, and interface user-friendly. The group members' age, scale, operation conditions, cadre members' election, lack of FMIS usage needs, coordination of group members, and equipment infrastructures, were categorized into the dimension of structure of farmers' production group. Ultimately, the computer abilities and positions of coordinators would influence the promotion effectiveness of FMIS.
