摘要


依綠建築推動方案分工表,於民國九十一年十二月完成「建築廢棄物管理與回收制度之研究」,其中為落實推動木質建築廢材回收再利用,從產業界投資規模、市場接受能力、對環境污染程度等綜合評估結果,本研究提出可將木廢料之回收再生產品為化粧粒片板、成型粒片板、木片水泥板等,並將這些再生產品認證歸屬於「環保標章一類產品」。為期使木質廢棄物有效回收資源化,本研究藉由收集與分析國外有關木質建材廢料回收資源化技術與應用,配合國內實際狀況,提出國內木質廢料(包含建材、工業及家庭等)回收資源化之本土性機制,以形成推動方案,並向主管機關提出建議,期能早日落實,以減輕垃圾場之負荷,並降低CO_2之排放量。為達成本推動方案,尚需貫徹執行以下事項:1.進行源頭管制以落實木廢料回收再利用,就地進行分類處理,並以四聯單管控木廢料去處,使木廢料能確實運往中間處理廠。2.在全國設置約8-10家中間處理廠,其所需機械設備、工廠之土地、租稅等,政府須給予輔助,如賦稅減輕、低率貸款等。3.主管機關輔導成立四家下游再生粒片板工廠,每年可固定約72000公噸碳素(相當於259200公噸CO_2),使其免於回到大氣。4.透過政策教育宣導,使一般社會大眾能理解,木質廢料回收再利用,對於國內環境及地球環境之重要性。

According to the division scheme for the promotion of green buildings, we have accomplished "Study on the management and recycling system of wood-based building materials in Taiwan." in December of 2002. In order to carry out the promotion of recycling and utilization of woody wastes from building materials, based on the evaluation results from the investment of domestic industry and the impact on environmental pollution, we suggested that woody wastes might be recycled and reused as raw material for particleboards, particle cement boards and these products should be labeled as "Green Mark Type I products". To put the promotion of the project into effect, the following suggestions should be carried out: 1. To carry out the recycling and reusing of woody wastes into practice, suppliers control is the most important work. Sorting wastes on site and four-copies documental controlling of whereabouts of woody wastes could ensure the shipment of woody wastes truly arriving at its intermediate-processing factory. 2. About 8 to 10 woody wastes intermediate-processing factories should be established. The mechanical equipments, land for establishing the factory, land tax and other levies should be supported by the government, such as tax reduction and lower interest financing and so on. 3. The government authorities should coordinate the establishment of four down stream regeneration particleboard factories in Taiwan and moreover the guidance is necessary. In addition, woody regeneration products contain 50% of carbon; products of 144,000 tons would fix 72,000 tons of carbon (equivalent to 259,200 tons of CO_2). 4. The consent of the general public to the reclamation of woody wastes through policy publicity and education is very important to global environment as well as to our local environment.
