市售染髮劑化粧品之品質調查
Hair Dye Cosmetic Products Quality Investigation in Taiwan Area
摘要
為保障消費者權益並確保染髮劑之品質，本局於91年度進行市售染髮劑之品質調查，由各縣市衛生局自三月至五月間，於全省美容美髮材料行、美容院、百貨公司、百貨行、藥局（房）、超市、公司、量販店等處共計抽樣檢體82件，包括國產品32件及輸入品50件，依其標示許可證字號之原廠規格進行品質檢驗。其中成分與標示均符合原廠規格者40件，佔48.8%（國產品11件，輸入品29件）。成分不符合原廠規格者16件，佔19.5%（國產品14件，輸入品2件）。其餘26件因許可證字號標示錯誤以致不判定，26件中有24件檢出衛生署公告之染髮成分，其中有11件之品名與原核准不符，有11件標示多個許可證字號，有2件未標示許可證字號，另外有2件未檢出衛生署公告之染髮成分，但均宣稱為染髮劑。以上82件之檢驗結果，由原送衛生局依化粧品衛生管理條例之規定處理。本調查係本局之比較檢驗，曾於九十一年十月二十九日發佈新聞在案。

In order to ascertain the quality of hair dye cosmetic products, 82 samples were purchased from cosmetic stores, beauty saloons, Pharmacies and supermarkets in Taiwan during March to May 2002. The results indicated that 16 samples (19.5%) did not comply with their specification, in which, fourteen were domestic and two were imported from Italy. Twenty four samples contained oxidative hair dye ingredients, in which, eleven did not show the correct Chinese terms, eleven did not show the correct license numbers, two did not show the license numbers.
