森林周邊生態旅遊地點評估之研究

摘要

本研究之目的在研擬一套適當的評估模式，針對森林周邊生態旅遊地點或社區進行評估，俾瞭解各地區推展森林生態旅遊的潛力與面臨的問題，並提出具體改進之建議。本研究透過階層分析(AHP)法建立具有兩個層級之評估架構，首先藉由相關文獻彙整岀第一層級包括「環境資源條件」、「生態旅遊永續性」、「生態旅遊效益」及「實質環境機制」等四個評估因子，其下再建立第二層級的16個評估指標。經透過專家問卷與AHP軟體之統計分析，獲得各評估因子與指標之相對權重。研究結果顯示「環境資源條件」與「生態旅遊永續性」等兩因子在森林周邊社區發展生態旅遊過程中扮演較為重要的角色。本研究並以桃米里、內茅埔與湖本村等三個森林周邊不同類型之生態旅遊地進行實證評估，其結果顯示本評估模式可適當的應用在森林周邊生態旅遊地點選址或經營成果評估。在受測的三個社區中以桃米里之評值最高，其次為湖本村，內茅埔最低。

The purpose of this study was to devise an assessing model for evaluating ecotourism sites in forest surrounding areas. It was expected that the model would facilitate the understanding of the potential and the identification of possible problems for forest surrounding areas, especially those forest-based communities, to develop ecotourism. Analytic Hierarchy Process (AHP) was adopted as the major method in establishing the evaluation factors and evaluation indicators of the two hierarchy assessment model in this study. The first hierarchy, including four significant aspects of evaluation factors-resource potential, sustainability of ecotourism, benefit of ecotourism, and physical environmental mechanism, was obtained through reviewing related literatures and materials. Based on the four components from the first hierarchy, the second hierarchy with sixteen operational indicators was therefore concluded. The related weights among the model's evaluation factors and indicators were then measured by inviting professionals from related fields to fill out questionnaires of pair-wise comparison matrix and by analysis of AHP software. The results indicate that ”resource potential” and ”sustainability of ecotourism” play more significant roles in the developmental process of ecotourism sites in forest surrounding areas. Through empirically research of three sites, Taomi Li, Ne-Mao-Pu, and Huben Village, it shows that the assessing model devised by this study was applicable for evaluating the selection of locations and managing outcomes of ecotourism sites in forest surrounding areas. Within the three forest-based communities, Taomi Li stands for the highest rank whereas Huben Village accounts for the second and Ne-Mao-Pu, the last.
