志工人力資源管理之探討-以台大實驗林為例

Study of Human Resource Management on Volunteers-A Case Study of NTU Experimental Forest

摘要


志工服務已為近年全球發展趨勢,而台灣於環境教育與自然保育方面志工招募已有相當的歷史,良好的志工人力資源的規劃與管理可有效提昇志工人力分配以及服務的品質;本研究針對臺大實驗林所招募的志工進行人力資源規劃與管理的研究,使用探索性研究方法先行釐清與定義問題,進而使用人力資源管理方法討論選、訓、用、評、留五個範疇於實驗林志工人力資源之內涵,以及使用工作分析方法瞭解內部工作任務的分配狀況。研究結果指出臺大實驗林志工人力資源可依照下列四個方向進行改善:提高志工到職率,健全志工人力管理制度,提供完整職前訓練、在職訓練、職外訓練,以及運用資訊化管理策略;落實志工人力規劃策略可有效幫助實驗林提昇志工人力資源管理與運用之效率。

Volunteering has set the trend for many developmental programs around the world. Environmental volunteer program has also been developed for a long time in Taiwan. Sound planning and management of volunteer resource management could effectively raise the quality of distribution and service for volunteer labor resources. The purpose of this study is to examine human resource management (HRM) for volunteers in NTU Experimental Forest by exploratory research to define the area of interest. Then, the HRM methods were employed to discuss the five sequels for HRM of NTU Experimental Forest: selection, training, assignment, evaluation and qualification. Task analysis was employed to scrutinize the assignment of internal tasks. The results indicate that human resource of volunteer in NTU Experimental Forest can be improved by following ways: increasing the reporting rate of volunteers; establishing a sound human resource management system; providing complete orientation, on-the-job training, and off-the-job training; utilizing information management strategy. Fulfillment of HRM strategies could effectively facilitate the improvement of human resource utilization efficiency for NTU Experimental Forest.
