遙感探測對水土保持調查工作之可能利用

去(59)年10月初,臺灣各大報紙均報導一則消息謂,屬於美國空軍第327師一架C130E型螺旋槳四引擎大型運輸機自臺北飛往臺中清泉崗,起飛後6分鍾即失去聯絡。當時我國當局,曾動員頗多山區人力,配合搜索工作,但自地面却無法發現該機踪跡。至10月8日上午6點50分,失蹤6日夜後,由美軍調來一架裝有探測儀器之搜索運輸機,在桃園縣復興鄉與臺北縣交界挿天山上空,發現下面有金屬反應,始證實該機巳墜毀於挿天山,搭乘人員43人悉數罹難。此事使我們連想美軍在越南轟炸蔥鬱密林,並非無故盲炸,或由疑心而抓鬼,相信係由美軍裝有探測儀器之偵察機,發現在密林下有目標在蠕動,始採取之行動。因目前科學儀器,不但能在密林中發現金屬之所在,由人體或動物體發射之熱線,亦能探測出來。此種稱爲遙感探測(Remote Sensing)之技術,原爲美國軍事機密,不幾年以前公開一部份,供給一般研究發展,作爲農、林、礦、海洋等各部門新發展之調査技術。對水土保持而言,此項新技術,無論對於一集水區之各項天然資源,或是坡地開發所需要之各項資料,或是坡地作物之各項生態等調査規劃,均極有利用之價値,故本文簡單介紹此項新技術,以供各位參攷。

Remote sensing equipments and techniques have been developed and improved rapidly during the last few years. Remote Sensing techniques rest on the fact that every feature of the terrain emits or reflects electromagnetic energy at specific and distinctive wavelengths. These radiations can be detected, recorded and interpreted quickly to information by some type of remote sensing devices. Among many types, there are several remote sensing devices which may be regarded as valuable tools for gathering soil and water conservation data. They are the conventional aerial camera the panoramic camera, the multiband camera, radiation thermometer, the optical-mechanical scanner, and sidelooking airborne radar. They can be used for studying geology, land use patterns, hydrology, soil and water resources distribution, ground cover condition and inventory of natural resources within a basin. It is recognized that the techniques can save large amount of time, labor and money, so that it is very valuable to be introduced to Taiwan in coming future.
