全球環境變遷下集水區經營策略調整之研究

摘要

最近永續利用的新觀念，在各國漸漸受到重視，早在公元七十年代在第一波環保浪潮發生時，不少人既深信經濟成長與環保是無法共存的，但是到1987年當永續發展的觀念帶入世界辯論的主流時，引起廣大的迴響。1992年地球高峰會在巴西里約熱內盧召開時，所簽署的「二十一世紀議程」，既清楚的釐清人類所面對的環境問題。地球的永續發展不僅是一種選擇，甚至是一種必然的要求，因爲自然有其極限，無法任由人類逕行破壞，不幸近五十年來，人類對自然資源不斷的予取予求，諸如廢氣排放所造成的空氣污染，廢水排放所造成的水源污染，山坡地濫墾所造成的水土流失，可以說由於人類宰制自然已產生全球性的影響。本文既根據這些環境的變遷，調査研討其所産生之影響，並尋求因應之策，期望能爲台灣及地球的永續發展提供擬定一套政策與行動方案上的參考。

In recent years the sustainable development concept has brought much attention in many countries. When the environment protection awaeness first occurred in the early 1970's, many people believed that economic growth and environmental protection can not coexist. However, sustainable development has become the main stream since the world-wide debate in 1987. During the global summit held at Rio de Janeiro, Brazil in 1992, the Agenda 21 clearly illustrated the environmental problems that face the markind. Since sustainable development of the earth is not only an alternative but also a necesity. Nature has its limit and it can not satisfy all the needs that mankind desire. Unfortunately, during the last 50 years, human being have utilized too much of the natural resources that res in global impacts such as air pollution caused by waste gases, water pollution caused by waste water, and soil and water losses caused by over-development of the slope lands. In the present study, the environmental changes and its impacts on the environment around us was investigated and solutions were sought. By which we hope to provide a way to policy making and action plan for the sustainable development of Taiwan and our planet earth.
