Soil and water conservation plans are the crucial reports when applying to develop and utilize slopeland. Through the review mechanisms of various professional fields, we can promote safe and proper use of land. The review comments from the 217 soil and water conservation plans were analyzed in this study. From the aspects of soil and water conservation law and regulation, as well as actual practice, the design problems and common issues of soil and water conservation plans are focused. Our suggestions and possible solutions to those problems are covered. The discussions and analyses made should serve as a useful reference for designers of soil and water conservation plans, so conflicts and disagreements may be reduced and the time invested in review process may be shortened. Consequently, we can enhance administrative efficiency and ensure high quality soil and water conservation projects.
