邊坡風險分級管理準則擬定之探討-以臺北市南港、信義及文山區為例

Study on Establishment of Risk Management Criteria for Slope - A Case Study of Nangang, Xinyi and Wenshan District in Taipei

摘要


邊坡風險管理為新興之坡地災害管理方式,敏感邊坡要能有效益的管理應有合理的風險分級機制。在國內,風險評分法為常用之邊坡風險法,風險評分法可考量評分表單之可行性,並可包括內業資料處理、外業現地勘查與複核等步驟提高評估結果之合理性。惟目前對於評估結果之風險分級準則的研擬仍尚未有合理且客觀之方法,本研究提出一套風險分級準則的擬定程序,為盡量減少主觀意識之判斷,採用統計學中之集群分析方法,據以建立邊坡風險分級。本風險分級管理準則擬定方法,改善風險矩陣配合風險評分結果分級方式所產生之混用不合理之狀況,且不會因為地質災害的不同而有太大差異,因此具通用性。建議之準則擬定方法應可適用於國內邊坡風險分級,可供業管單位施行邊坡風險管控參考。

Application of risk management is an emerging topic in the management of slope disaster. Although risk assessment for susceptible slope can be readily implemented with various methods, effectiveness of slope management still relies on rational schemes of risk classification criteria. A common type of risk assessment method for slope disaster is the risk rating method. Risk is computed using the assessed scores for hazard and consequence of a slope. The effectiveness of this approach is hindered by the lack of schemes in establishing rational risk classification criteria. In this study, an approach for establishing risk criteria is proposed. This approach examines characteristics of risk assessment results using cluster analysis, which in turn yields quantified information for exploration of risk criteria. In this paper, the approach for establishing risk criteria is first given. Computed risk data for slopes in Taipei were used in assessing the applicability of this approach. It is suggested that this approach is versatile and can be implemented effectively in establishing the risk criteria.
