摘要
因資訊、通訊科技發展的突飛猛進及網際網路的普及發展，推動電子化政府及電子商務，已成為提高國家競爭力的重要策略；但出因為民眾接觸資訊與通訊科技的近用機會與使用經驗的不同，導致階層、地域及群體間的「數位落差」持續加大。為統合各部會執行縮短數位落差相關資源，自二○○一年十一月在行政院國家資訊通信發展推動小組(NICI)督導下，由行政院研考會召集相關機關共同研商，訂定實施要項，就偏遠地區、原住民、勞動階層、農民、婦女、老人、低收入戶、視障人士等，規劃推動資訊教育訓練、人才培訓、加強求職求才資訊提供、優惠網路使用、提供免費使用電腦資源、成立志工中心及提供網路學習，使我國在全面迎向e化潮流的同時，讓資訊偏遠、資訊弱抛族群，擁有接觸資訊科技的公平機會，並維護其資訊近用的權利，確實縮減「數位落差」，增進全民的資訊素質，提升國家整體的競爭力。

Due to the rapid progress of information and communication technology along with the prevalence of internet usage, promoting electronic government and electronic business have been the target strategies for increasing the nation's competitiveness. However, the digital divide also has continuously increased amongst various classes, areas and groups on account of the diverse opportunities to access and experience information and communication technology. As for integrating related resources for reducing digital divide within individual executive agencies, Research, Development & Evaluation Commission of Executive Yuan has convened the affiliated agencies to work on practical regulations under the supervision of NICI of Executive Yuan since November 2001, designing for promotion of information education training, cultivation for the talented, enhancement of job/employee information supply, preferential internet usage, free computer resource supply, and establishment of volunteer center with internet learning for remote areas, aborigines, labor, farmers, women, elderly, low-income households and the vision-impaired. At the time to face the current e-trend, the country both provides and protects equal opportunities and rights for information remote and inferior groups to access information technology, reducing digital divide with raising information-based manpower quality and nationwide competitiveness.
