Framework and Development Status of e-Competitiveness in Taiwan

摘要

隨著資訊通信科技的興起與蓬勃發展，資訊科技的發展與應用成為新世界中攸關各國興榮的重要關鍵因素，「資訊國力」因此成為全球主要國家積極推展的重要方向；「資訊國力指標」亦成為國際主要研究機構積極投入與觀測的研究項目，希望能透過理性數據，引領全球網路經濟繁榮。
目前正值我國社會、産業、以及政府轉型邁向數位經濟之際，政府如何善用資訊及通信科技建構一個良好的交易和合作環境，讓所屬的企業與人民能夠充分利用資訊科技所帶來的優勢，並透過網際網路與世界經濟接軌，將為我國後續發展經濟的重點議題；同時，建立能與國際接軌且適用於我國之資訊國力指標，更是資策會藉以協助政府推動數位台灣計畫，掌握資訊應用現況以積極建設我國成為資訊化社會的重要任務之一。
為協助各界瞭解我國資訊國力指標的內涵與現況，本文先以國際共通的資訊國力之定義、衡量架構為檢視重點，藉以賦予我國資訊國力指標之定義、衡量架構與體現之意義後，再針對我國在各項資訊國力指標之發展現況分成基礎建設、電子化政府、産業電子化和生活網路化四大構面作指標的彙整說明，以協助各界了解並期引領各界積極建設並運用網際網路於政府施政、産業創新和人民生活各界領域。

Along with their emergence and thriving development, the development and application of information and communication technology (ICT) has become a critical ingredient for national development in the new century. e-Competitiveness has thus become an item being pursued aggressively by nations worldwide. Indices for e-Competitiveness has also become an important research subject which has attracted active involvement from major international research bodies, with the aim of providing objective data to governments for references in the development of e-economy.
After reviewing the development direction of various nations' e-Competitiveness and comparing the indices of major research bodies, III helped the research group of ”e-Taiwan Project” formulated an e-Competitiveness framework, which includes four major promotional strategies, such as ”e-Infrastructure”, ”e-Government”, ”e-Business” and ”e-Life” and each of which can be evaluated with different indices.
Regarding the indices for Taiwan's e-development, which have been collected according to the four major areas of coverage of the c-Competitiveness framework, meant to help various circles understand the status of Taiwan's e-development, and to be used as references for follow-up promotion and development of the ”e-Taiwan Project”.
