連續性政府出版品電子化應用機制之策略規劃

摘要

以電子期刊為核心論述的連續性政府電子出版品正面臨資源整合的挑戰，台灣已存在基本的管理規範，但仍有待持續以建立政府資訊市場的雄心，來開創更具效益的政府資訊公開社會。本研究提出數位出版資源管理架構與流程之整合建議，並擬出政府電子期刊出版資源管理模式，分為編輯整合管理平台、數位權利管理平台、政府出版品（資訊）著作權加值交易平台、政府出版電子商務模式等四大管理機制。最後歸結於政府政策之確立實為政府出版品電子化應用機制成功之基石。

To date the development of government e-serials, mainly on e-journal management, is facing the challenge of information integration. The vision for the establishment of Government Information Market is getting clear and sound. Taiwan has established a functional structure and management mechanism for developing an electronic government publishing. Based on these existed systems, this paper integrates the use of four platforms, including editorial management, digital rights management, e-commerce and copyright trade management, in an attempt to provide Taiwan a workable strategic mechanism and policy for government information communication.
