新國土計畫法下都會區域發展的基本議題與規劃策略

摘要

產業活動之快速發展，使得人口往大都會過度集中，以致都會區發展規劃工作日益重要。為了重建土地發展架構，新的「國土計畫法」打算在二○○四年予以立法。因此，有需要針對新法下之都會區域發展機制進行更系統化地深入分析。在這篇論文中，我們解析都會區域發展工作上幾個相當重要之基本議題，並提出初步因應之規劃策略，以供後續進一步評估之參考。

The high growth of industrial activity caused excessive concentration of population in the larger metropolitan regions. The planning of Metropolitan regional development is more important today than ever before. As a part of reconstructing land developing framework, the New National Land Planning Act will be enacted in 2004. We need more systematic and in-depth analysis the mechanism of metropolitan region planning based on the New Act. This paper illustrates the extraordinary issues of planning metropolitan regions, and guiding the future preliminary planning strategies.
