摘要

在資訊科技及網路快速發展下，大量的電子檔案因應產生，然電子檔案易於修改、複製、傳播的特性下，如何達到檔案的完整性、真實性、機密性及不可否認性，成為管理電子檔案安全的重要指標。本文從檔案管理領域探討政府電子文件檔案安全管理的規定，以及已開發完成上線使用的一套資訊系統的作法，並提出囿於安全技術發展，電子檔案長期安全保存面臨的困境。

The fast development of internet and information technology produces a mass of electronic records. With their specific attributes of easy modification, duplication, and delivery maintenance of electronic records under their integrity, authenticity, confidentiality, as well as non-repudiation has become on important indicator yardstick than ever. The article discusses the guidelines of security management for government official electronic records, together with an introduction of a newly developed on-line information system. Additional comments on the limitation of security technology that leads to the dilemma of long-term preservation of electronic records will also be addressed hereby.
