The performance of the government programs influences our national development and the quality of life of our citizens. The study aims to at improve government performances. By collecting and analyzing the relevant information of policymaking, program designing, examination, implementation, evaluation, reward system, and duty allocating between central and local government, the study explores the factors that influence program implementation and provides feasible solutions that serve as references for the government.
