摘要

行政院組織改造是政府改造的火車頭，更是增進國家競爭力的核心工程，台灣俗諺說：「樹頭顧乎正，不驚樹尾做風颱」，政府組織調整合宜之後，不管預算的編列執行、為民服務或內部管理都會更上軌道，我們期盼行政和立法部門、政府和民間社會、朝野各政黨，都能夠支持行政院的組織改造，強健台灣政府的體質，來因應全球競爭的嚴峻挑戰。值此立法院第6屆新會期開始之際，若能齊心戮力跨過關鍵的一步，讓行政院組織法順利完成立法，改造美夢就可成真。

The Executive Yuan's organization reengineering program is the leading government reform program in the country and a core program that helps to increase the country's competitiveness. A Taiwanese proverb says that: ”If the roots are upright, winds will not affect the tree”. After government organizations have been adjusted appropriately, budget planning and execution, public services and internal management will be improved. We hope that executive and legislative agencies, government and civil organizations and political parties will support the Executive Yuan's organization reengineering program that aims to boost our government's ability in facing global challenges. Our dream of government reform can be realized if we join forces to overcome the first crucial step of legislating the Organizational Act of the Executive Yuan in the sixth session of the Legislative Yuan meetings.
