地方永續發展與民衆參與－以宜蘭縣示範計畫為例

摘要

近年來行政院積極的推動永續發展工作，中央級的推動組織－行政院永續發展委員會，負責研擬台灣永續發展之願景與目標，並指導相關行政單位推動全國性地方的永續發展工作。在地方永續發展部份，擬定相關縣市層級的推動組織及民眾參與之方法，是目前推動地方永續發展之首要工作。縣市政府有必要成立承上啟下之推動組織「縣市永續發展推動委員會」，以圓桌會議方式，結合學術界與民間團體，產生適地性之地方永續發展願景、策略、目標、議題等。本文以宜蘭縣永續發展示範計畫（以下簡稱本計畫）為例，探討地方永續發展之推動模式，在民眾參與方面，以開放空間會議做為公眾參與之方法，廣邀權益關係人與會，找出發展方向並擬定行動方案，以持續推動。本計畫並進行開放空間會議技術之訓練，以為後續推動進行人才培訓。地方永續發展的推動最重要在於「人」的參與。開放空間會議方法為本計畫所實驗的公眾參與方法，並透過與研討會作展覽、圓桌會議等之整合，在不同議題、不同層級、不同尺度下，均能發揮其功效，以利地方永續發展之推動。本計畫的成果，可作為地方推動永續發展的指南，並可作為民眾參與永續發展工作之參考。

The Executive Yuan has been actively promoting sustainable development activities in the recent years. As a central promotion organization, the National Council of Sustainable Development's duty is to set the vision and strategy of Taiwan's sustainable development and coordinate related administrative agencies in promoting national and local sustainable development projects. Developing county and municipal promotion organizations and public participation methods is currently the primary task in facilitating local sustainable development. County and city governments need to establish a subordinate promotion organization called ”County and City council of Sustainable Development”, to carry out round-table meetings and integrate academic and non-profit organizations, bringing forth at last a local sustainable development view, strategy, goal and issue. In this paper, we take Yilan county as a case study, to investigate local sustainable development facilitation model. In regard to public participation, open space technology was used as a major tool to involve local stakeholder in the planning process, a broad range of concerned individuals among the public were invited to attend such meetings in collaboration to find development approaches and establish action plans to be promote continuously. This project also carries out Open Space Technology skill training to train individuals for subsequent facilitation. The most important issue concerning local sustainable development is the participation from ”people” in the community. Open space meeting is this project's experimental public participation method; we hope to benefit the promotion of local sustainable development by achieving the highest efficiency through incorporating seminars, exhibitions, and round-table meetings equally whether under different issues, different levels or different criterion. The outcomes of this project may be utilized as a local sustainable development promotion model and as a reference for public participation on sustainable development activities.
