台灣因應全球化時空壓縮、民主鞏固以及提升競爭力三個制度性契機,開啟關鍵的組改時刻。本文描述台灣政府組織所面對的困境,以及政府所推動組織改造的特色,還有其潛在的效益以及後續的規劃。 本文強調組織改造背後是高度流動的環境,不僅國際與國內的連結,同時也是公、私部門間的互動,更是政府與市民社會間的對話。從整體性的觀點才能完整詮釋組織改造的現況,以及後續的完整規劃。 本文認為當前政府逐步推動的組織改造,建立在完整的理論基礎與政策規劃之上,組織改造是機關數量的改造,更是職能與策略的改造,足以引領台灣未來發展。政府與民間社會對於公部門的改造也具有高度的共識,未來政府為落實後續的規劃,也期待行政部門與立法部門攜手合作,儘速通過行政院組織法的修正,共同完成政府組織改造的龐大工程。
Response to the change of globalization, the consolidation of democracy and the promotion of international competitiveness, Taiwan is in the precious moment of reinventing of government. Facing these three challenges, this essay analysis the problems and the characteristics of government reforming. Further, the essay discusses the potential benefits of reforming, and following plans. Based on the highly flow environment, the essay emphasized the process links to the interactions between globalization and localization; public sector and private sector; government and civil society. Holistic perspective would be the best analysis method to interview the development of current government reform. The essay thinks the success of government reform depend on completeness of theoretical basis and policy formulation, Government reform is not only the reform of government scale, but also the reform of government function and strategy. Government and civil society have consensus on government reform; we wish government could cooperate with legislative Yuan to amend the organic law of Executive Yuan and accomplish the political reform to strengthen the efficiency and efficiency of public sector.
