2003年APEC領袖會議中,我國領袖代表中研院院長李遠哲提出成立「APEC數會機會中心」(APEC Digital Opportunity Center,以下簡稱ADOC)之倡義,目的為協助APEC會員體縮短數位落差,建構並提升其資訊應用能力,同時協助我廠商拓展商機,促進國際經貿合作。ADOC計畫為非營利性質,規劃執行期程為93年8月起至97年底,共計4年5個月。本案之3大目標為: 一、提升我國國際能見度。 二、強化我國與APEC會員體之友好關係。 三、協助我國廠商拓展國外商機。 本文就ADOC計畫之緣起、目的、推動策略及方式、推動執行情形、執行成效等分述之。
The representative at the APEC Economic Leaders' Meeting in October 2003, Dr. Lee Yuan-tseh, who also is the President of Academia Sinica, proposed the establishment of the APEC Digital Opportunity Center, or ADOC. The concept behind ADOC is to help bridge the digital divide among APEC economies and at the same time help to expand business opportunities for our businesses and foster greater international economic cooperation. ADOC is conducted on a non-profit basis and is planned to be implemented from August 2004 to December 2008, a total of four years and five months. ADOC's three main goals are: l. raising our international visibility; 2. strengthening friendly relations with other APEC members; 3. assisting Taiwanese businesses to expand overseas business opportunities. This article discusses ADOC's origins, goals, strategies and methods, important activities, and activity outcomes.
