臺灣地區族群數位落差現象與治理政策之研究

摘要


在全球化及網路化雙重驅力的衝擊下,人類社會由「工業化社會」逐漸轉型為「資訊化社會」,「資訊」被認為是除了土地、勞力、資本之外,經濟活動的第四大要素,而由於資訊無阻礙流通的特性,曾經被認為是可以逐步消弭過去因為資源的不平等所造成經濟差距的契機,然而後續的發展,資訊的傳布並不是預期中普遍、平等的過程,而會因為各種經濟及社會條件的不同,形成各族群在電腦及網路使用機會及能力上的差距,這種差距即是所謂的數位落差(Digital Divide),而數位落差的存在不僅使得資訊弱勢族群無法享受到資訊科技所帶來生活及工作上的便利,更因為失去了與他人公平競爭的機會,形成新的社會階級問題及經濟發展的隱憂,而在各項數位落差議題中,族群的數位落差更因為往往與城鄉、經濟、區域等議題相重疊,成為問題的焦點,而本研究以文獻分析、田野觀察、焦點團體訪談及個案研究等研究方法,結合理論及實務,透過對於數位落差意涵的探討、重要國際組織及國家關於數位落差因應政策的認知、我國族群數位落差現象及形成原因的分析、在政策及實務上我國所推動之各項縮減數位落差的策略及措施,以及在過程中所擁有的優勢及機會,遭遇的劣勢及挑戰,最後從資源分配、資源擴散、課程開辦、多元服務及自主營運等面向提出對於縮減族群數位落差相關政策的研究發現及建議,希望籍此作為執行者及研究者後續的參考。

Driven by both forces of globalization and internetization, our industrial society has been transforming into an information one. In addition to land, labor, and capital, information is deemed to be the fourth factor of production. With its characteristic of free transmission, information once was considered a turning point that could terminate economic gaps caused by unfair resource access; however, the following development shows that information transmission is not prevalent and equitable enough as expected. Within various Ethnic groups, economic and social status differences form the computer and internet access and ability disparity, also known as digital divide. Digital divide makes the disadvantaged groups not only unable to enjoy the work and life convenience brought by information technology but also inaccessible to fair competition platform. New social class and economic development problems have thus been looming. Among varied digital divide issues, stands out the one concerning various groups, entangled with urban and rural, economic and district issues. By using literature reviews, fieldwork, focus groups interviews and case studies, through discerning the meaning of digital divide, recognizing critical international organizations and corresponding policies used by other countries, analyzing our country’s ethnic group digital divide phenomenon and cause, from a policy and practice perspective comprehending our national strategies and measures to narrow digital divide, grasping our strengths, opportunities, weaknesses and challenges, and finally from resource allocation, resource disseminating, course delivering, multifaceted service, and independent operation angle, this study, combined with theories and practice, is to present findings and suggestions on narrowing ethnic group digital divide policy, to which policymakers and researchers could refer.
